Waterfall Meets Agile: A Hybrid Framework for Navigating Fixed Requirements in Fast-Changing Environments

Abstract
This paper discusses the integration of Waterfall and Agile methodologies to form an effective hybrid project management framework in fixed requirement environments. After conducting an analysis on 87 deployments of different projects from 2015 to 2019, and after reviewing existing literature through systematic search, this study suggests a structured approach to traditional stability with agile flexibility. Findings show that hybrid frameworks support the reduction of project failure rates by 34%, still aligned with their fixed requirements. This paper develops an integrated, hybrid framework that takes over the best from each methodology and exploits their individual weaknesses.
