As a result of the expansion of the phenomenon of international and regional migration of foreign labor and its increasing economic, social, political and security effects within international societies as well as at the level of Arab countries, including Iraq, most of these effects came within the process of developing the labor market within the countries to which foreign labor moves, as well as cross-border companies and their key role in the continuous movement of foreign labor as a result of the investment operations they carry out within the international framework directly or indirectly, Iraq is one of the countries that attracted the most cross-border companies and foreign labor after (2003) and to the present day because of the sabotage of infrastructure, facilities and governmental and nongovernmental departments after the said year, so it was used for the purpose of promoting and keeping pace with international developments in terms of various investments that work to create sustainable development that includes all the different joints of life, hence the importance of the study by trying to analyze and interpret strategies for the transfer of foreign labor and cross-border companies by identifying the most important international conventions and treaties that provided for their transfer between countries in general and the State of Iraq in particular, the study came out with a set of conclusions and recommendations, the most important of which are: weak cooperation between the concerned authorities for the transfer of foreign labor at the international and local levels to serve the interests of the state, especially economic and social, which addresses the problem of unemployment within it or strengthen local labor and train them gradually to replace foreign labor. Encouraging countries that are not part of the international treaties and conventions on the transfer of foreign labor and protecting their rights, especially the International Labor Organization, by following them and joining into, considering the phenomenon of unemployment within each country, including Iraq
