Abstract
The present article through the lights on the status of Autonomy and Accountability of higher education institutes during Pre and Post Neo liberalization. It deals the narrative of autonomy and accountability that changes after 1991 reforms. The higher educational institutes have been changed its meaning and scope of autonomy and accountability in accordance with the scenario of changing political reforms. Now its again felt that the meaning and the scope of autonomy and accountability of higher educational institutes should be redefined for reshaping themselves in new role for new form of autonomy and accountability.
Serval reports of commissions and committees and findings of relate research have shown that the last three decades has witnessed the major reforms in terms of their organisational control, public organization giving more autonomy from the government for improving their performance up to the world class level by the govt of India.
It has generally been discussed; how democratic governance is changing the role of public sector organizations in their relationships? To explore this the first objective of the present article is to understand the meaning of autonomy and accountability in historical context. Second, how political reforms have been instrumental in redefining the meaning of autonomy and accountability in higher education in India. Third, is to analyze the meaning, scope and nature of the third stage (traditional) before liberalization and its concept of autonomy and accountability after neo liberalization.
