Abstract
This article reveals the complex and contradictory processes that took place in the system of higher
education in the 20-30s оf the 20th century. It was a period of reforms, experiments, the results of which at the
initial stage left much to be desired. All this affected the quality of trained specialists. The situation was aggravated
by the fact that the system of higher education in Uzbekistan was created virtually from scratch. However, already in
the 1930s, the development of higher education entered a more or less civilized course, well-trained specialists
began to graduate from universities, including representatives of the indigenous population. Despite the obvious
successes, the higher education system had a clearly defined class orientation and was subordinate to the dominant
communist ideology.
