Evaluation of the Administrative Digitization Experience in the Sports Sector in Algeria: A Case Study of the Directorate of Youth and Sports in M'sila.

Abstract
Background and Study Aim: This study investigates digital transformation initiatives within the Directorate of Youth and Sports in Algeria, assessing the associated challenges and benefits. Focused on a sample of 70 male employees, the research aims to provide insights into the impact of digital tools on operational efficiency and service delivery in the youth and sports sector. Material and Methods: A qualitative descriptive research methodology was employed, starting with an exploratory study involving a random sample of 10 employees to gather foundational insights. A structured questionnaire, comprised of 44 items measured on a 5-point Likert scale, was designed to evaluate employees' attitudes towards electronic platforms and identify obstacles faced in e learning. The questionnaire's validity and reliability were confirmed, with Cronbach's alpha coefficients indicating strong internal consistency across all dimensions. Data collection involved securing consent from participants and distributing the questionnaire electronically. Results: The analysis revealed a predominantly positive attitude towards the use of electronic platforms, with an overall mean score of 3.68. High mean scores were recorded for individual items, indicating strong agreement among participants. Regarding challenges, the highest mean score of 4.08 was noted for e-learning conditions, while areas such as training effectiveness and interactivity were identified as needing improvement, with respective mean scores of 3.60 and 3.54. Conclusions: The findings highlight a generally positive perception of electronic platforms among employees, reflecting their recognition of the benefits offered by digital tools. However, the identified challenges in training effectiveness and interactivity suggest critical areas for enhancement to boost employee engagement in e-learning, ultimately contributing to improved service delivery in the youth and sports sector.
