Education nurtures personal development and self-fulfillment and also inspires the individual to develop his mental,physical, emotional, and spiritual talents to the fullest. Well defined and futuristic education policy is essential for a country as education leads to economic and social progress. A nation can strongly develop only when its foundational literacy is robust. The earlier policies could not do much in the area of Early Childhood Care and Education and the result of this neglect is still instinctive in the form of poor learning outcomes at various stages of Education
